He organized South Dakota’s largest peaceful march after George Floyd’s murder, co-founded a nonprofit hub that steers small businesses and tribal entrepreneurs through red tape, and mentors young officers in de-escalation.His bipartisan record earned him a presidential nomination as U.S. Marshal and seats on statewide strategic boards.Now, as a candidate for the United States Senate, Julian is determined to channel that same pragmatism into safeguarding Medicaid and Medicare, education, and veterans, and building an economy where every South Dakotan—urban, rural, or reservation residents—can thrive.He and Inkka live in Sioux Falls with their three daughters and their sheepadoodle, Beignet.

After traveling to more than 35 counties and hosting 28 town halls across the state, one thing has become clear. Born in Alexandria, Louisiana, Julian is the youngest of six children and the son of a nurse who valued compassion and a high-school math teacher who preached discipline. He grew up in a household that wrestled with addiction. Those early challenges taught him the cost of being overlooked and the power of helping people.Mentors at church, hours spent practicing violin, and leadership roles in JROTC all reinforced a guiding principle of life: you fight for opportunity by making sure everyone has one.Those kitchen-table lessons still guide every decision he makes.

When asthma sidelined his West Point dream, Julian improvised. He juggled two after-school jobs, opened a fledgling cleaning business, and, at 22, joined the South Dakota Highway Patrol.Thirteen years and thousands of miles later, he became the recruiting manager for the Highway Patrol, the state’s speed-management expert, and a trusted member of executive-protection details for the Governor and South Dakota Supreme Chief Justice.Along the way he completed the Obama Foundation Executive Leadership program and helped his wife, Inkka, run a family-owned restaurant.This is proof that grit and curiosity count more than pedigree.

Our government is in critical need of reestablishing and securing its essential Balance of Power. We are in a moment when increasing accountability is not an option, it is a requirement. If we are to create any lasting change in our nation we must ensure that the branches of government are answering to the people.For far too long our political system has been bought and sold by special interests, corporations, dark money groups. It’s time for practical, bi-partisan reforms to ensure that our government is transparent and accountable. This means having Congressional term limits, Ending Citizens United, Banning Stock Trading, a moratorium on lobbying, and implementing a code of ethics for the United States Supreme Court. For far too long, our political system has been bought and sold by special interests, corporations, dark money groups. If we are to create any lasting change in our nation, we must ensure that the branches of government are answering to the people.

Accountability and Transparency in Congress

Social Security is not an entitlement. Workers earn and deserve every benefit through a lifetime of contributions.Currently, the income cap for Social Security is set at $184,500 a year. While the Social Security cap raises every year, based on national average wage growth, it is not meeting the needs of inflation and the current economy.&nbsp;Every year, Social Security keeps 20 million seniors and 1 million children out of poverty. Letting Social Security become defunct would devastate our economy and prevent millions of seniors from retiring with dignity.&nbsp;To protect Social Security for future generations without cutting benefits, I support removing the payroll tax cap so that the wealthiest Americans contribute from all of their income—not just the first portion subject to payroll taxes today.This simple change strengthens the long-term stability of Social Security while ensuring working families aren't asked to carry the burden alone. Removing the cap on social security would make the system solvent for more than 70 years, ensuring the next generation has a stake in this crucial program.&nbsp;If you've paid into Social Security your entire career, the government should keep its promise to you.Key Points:&nbsp;<ul><li>Remove the Income Cap on Social Security.</li></ul>

America is both a nation of laws and a nation of immigrants. We must secure our borders while also treating people with dignity.The current immigration system is failing. It is too slow, too complicated, too expensive, and too disconnected from America's workforce needs.During my thirteen-year tenure as a State Trooper, I gained firsthand knowledge of principled law enforcement. I have witnessed the consequences when a department functions devoid of oversight, lacking transparency, and failing to uphold the fundamental principles of due process. The current state of ICE has deviated so far from its original purpose that the colleagues I served with would find it unrecognizable. When an agency can cause the death of American citizens in Minneapolis without facing any consequences, it ceases to be a legitimate law enforcement body and instead becomes a tool for political agendas. Legitimate immigration enforcement requires due process.I support modernizing our immigration system by strengthening border security, investing in immigration courts to reduce backlogged cases, creating earned pathways to citizenship for long term law abiding residents, protecting Dreamers and DACA recipients, expanding legal immigration pathways for workers our economy needs, and holding employers accountable for knowingly exploiting undocumented labor.Secure borders and compassionate immigration are not competing values.America is strongest when we uphold both.Key Points:&nbsp;<ul><li>Create a real pathway to citizenship.</li><li>Expand work visas and create a visa program for Dairy, Agricultural, and food processing industries.&nbsp;</li><li>Put ICE in check and remove them from our neighborhoods.&nbsp;</li><li>Protect DACA recipients.</li></ul>

The cost of living has become the defining challenge facing South Dakota families today.Affordability is about more than prices. It is about whether hard work is enough to build a stable life.&nbsp;Across South Dakota, families are working harder than ever but also finding it more difficult to get ahead financially. The costs of groceries, housing, childcare, healthcare, utilities and medicine continue to rise while wages are not keeping pace with the changes. While many young families are unable to buy homes, other families are struggling to stay in the homes they already own. Seniors on fixed incomes find themselves making choices between food and gas. Far too many families are having to choose which bill to pay and which bill to let go.&nbsp;In the 1st quarter of 2026, South Dakota’s GDP came in as the weakest in the country. As I travel across South Dakota, not only do I hear about the struggles, I can feel the struggles in each community.&nbsp;South Dakotans are not asking for handouts, we are asking for an economy that rewards our hard work. We are asking for a fair opportunity to succeed.&nbsp;We cannot solve this affordability crisis with one policy alone. We must lower costs while creating an economy that works for working people instead of protecting the ultra rich. That means expanding affordable housing opportunities, lowering healthcare and prescription costs, making childcare more affordable and accessible, protecting Social Security and Medicare, supporting family farms and small businesses, and making sure wages reflect the real cost of living.&nbsp;Our economy should work for the people who keep it running and when working families thrive, South Dakota thrives.&nbsp;Key Points:<ul><li>Expanding Affordable Housing.</li><li>Reducing Healthcare cost through Universal Healthcare.</li><li>Protecting Social Security, Medicare, and Medicaid.</li><li>Investing in energy independence and renewable energy.&nbsp;</li><li>Attacking Tariffs</li><li>Enforcing antitrust laws against corporate monopolies</li><li>Ensuring wages keep pace with the real cost of living</li><li>Investing in Affordable Childcare.</li></ul>

Affordability: An Economy that Works For All 

Education is the cornerstone of life and is one of the greatest investments a nation can make.Senator Mike Rounds is the sponsor of the bill to dismantle the Department of Education. Dismantling the Department of Education threatens rural schools, students with special needs, after school programing, Pell Grants, career and technical education, and countless opportunities that help young people succeed. Title I funding for schools in places like Pine Ridge and Winner and every rural district that does not have a wealthy tax base to fall back on would be put in crisis. This does not make our government more efficient, it cuts kid’s futures. Like many families in South Dakota, my wife and I relied on Pell Grants for an opportunity at higher education. Pell Grants are the difference between higher education being possible or impossible for too many South Dakota families. Reducing them closes a door that was already barely open.In South Dakota, we have a real teacher shortage connected to housing costs, wages, and the long devaluing of the profession from our representation. Federal education policy has a role to play in it all.Education should be America's competitive advantage.My father was an educator and I know that protecting education means defending opportunity. Every child in South Dakota deserves the same shot regardless of where they live. Healthcare is a Human Right. South Dakotans believe that healthcare should never depend on where you live, your employer, or how much money you make.Across the state, families are struggling under the burden of a broken healthcare system that is not meeting our needs. People are delaying paying for medicine, canceling cancer screenings, driving hours for specialty care, and wonder whether calling for an ambulance will financially break them. Healthcare workers are exhausted by a system that prioritizes billing over patients. Small business owners want to provide health insurance to their employees but cannot afford it.The current system is failing all of us, and an extension of the ACA is not good enough.&nbsp;Roughly 70,000 South Dakotans are uninsured. We are down to only one rural Specialized OBGYN Clinic in the state, and rural health centers are actively closing every day. I support creating a universal healthcare system that guarantees every American access to quality healthcare, even if that means creating a public option to get there. If you want to purchase private insurance, you should be able to. If your employer offers extended coverage, you should not lose it. Every American should have the option to enroll in a publicly administered health plan that competes with private insurers and drives costs down.Healthcare is infrastructure and should be treated as such. We invest in roads because everyone uses them. We invest in public safety because everyone deserves protection. Healthcare deserves that same commitment.With a universal healthcare program, we can expand rural healthcare access, invest in mental health, protect reproductive healthcare, strengthen veterans' healthcare systems, reduce prescription drug costs, and ensure no family goes bankrupt simply because someone became sick.A healthier America is a stronger America.Key Points:&nbsp;<ul><li>Creating a Universal Healthcare Program</li><li>Maintaining a public option for health insurance choice.&nbsp;</li><li>Expanding rural access to healthcare</li><li>Reducing prescription drug costs</li><li>Expanding Medicaid</li></ul>

While in uniform, Julian organized the state’s largest peaceful march after George Floyd’s murder and mentored new officers in de escalation and outreach.
